County staff update committee on final days of Sacramento session; sponsored bills advance to governor

County intergovernmental relations staff reported Sept. 9 on legislative activity in Sacramento during the final days of the session and briefed the Finance and Government Operations Committee on the status of county-sponsored and tracked bills.
Deputy County Executive David Campos and Monica Tong from Intergovernmental Relations said many bills were in the final-floor stages and that the legislature was expected to adjourn in the coming days. Staff noted SB 261 had passed the Assembly and AB 243 was awaiting a Senate vote. The update also flagged SB 81, a bill that would prohibit health care providers and facilities from granting immigration-enforcement access to patients or nonpublic areas; staff said SB 81 had passed both houses and was on the governor's desk at the time of the report.
Campos summarized key dates: the final day for bills to pass was imminent and the governor had until Oct. 12 to sign or veto passed measures. He said last-minute trailer bills and unexpected additions are possible in final days and that county staff were monitoring developments.
The Intergovernmental Relations office said it is drafting recommended edits to the county's 2026 legislative platform and will present a report to the committee next month. Committee members asked that staff continue to prioritize measures protecting public hospitals, health-equity legislation and worker protections among other priorities.
The committee voted to receive the monthly legislative report.
