Springfield council approves process to appoint interim Ward 5 councilor

The Springfield City Council voted to adopt a process for appointing an interim Ward 5 councilor after a public hearing and brief public comment.

Mary Bridget Smith, a city staff member, told the council the process mirrors the approach used for a prior Ward 4 vacancy: an approximately one-month application period, written applications, evaluation at a work session and in‑chambers interviews before deliberation and an appointment. "So tonight, the objective is to conduct a public hearing to hear the public's input about the process for filling the vacancy and appointing an interim counselor, and then also to have a motion and a vote to approve that process," Smith said.

The council emphasized that the process must comply with open-meetings rules. Smith told the council the procedure would include outreach via a city media release, social media boosts and materials on the city website; application and sample interview questions were included in the council packet.

Resident Elliot Harwell, who identified himself as a Ward 3 resident, urged the council to be explicit about eligibility and historical practice so applicants understand expectations. "It would be great for potential applicants to know that ahead of time," Harwell said, asking specifically whether the appointee would be expected to come from Ward 5 and how long an appointee would serve.

Mayor Linda Van Gordon and staff clarified timing. Smith said the interim appointee would serve through December 2026 and that the seat will appear on the May primary ballot; the council noted that if the primary produced a decisive winner the council in other circumstances had sometimes appointed that winner early, but that would not apply in this situation. Smith reiterated the council was advised to run the process publicly and treat applicants equally to limit liability.

A councilor moved to approve the process; a second was received and the council voted. The roll call produced five affirmative votes and no negative votes; the motion passed 5-0.

The council did not place the appointment into executive session; Smith advised all interviews and deliberations for this appointment are expected to occur in open session consistent with public meetings laws.

The next procedural steps are: the city will open applications for about a month, staff will schedule a work session to screen applications, and the council will hold in‑chambers interviews before making a formal appointment.
