Public works outlines equipment, staffing and GovWell request-tracking needs as Fairview grows

Fairview’s public works director and the city manager briefed the commission on operational needs tied to ongoing street resurfacing, stormwater projects and rising service demands. They described short-term equipment requests (a new chipper, a dump truck with plow and, later, a bucket truck) and continuing reliance on some contracted services while the city evaluates whether to bring more mowing and maintenance work in-house.

Digital permitting and requests: The department plans to launch GovWell e-permitting and a citizen-request portal so residents can submit pothole reports, service requests and track completion status; staff may also enter requests on residents’ behalf. Administration said the citizen portal will integrate with existing phone routing (public works administrative assistant handles intake).

Staffing and facilities: Public works said it continues to struggle to hire and retain qualified operators despite multiple recruitment attempts and that adding staff remains a long-term goal tied to available facility space and equipment. The department voiced interest in modest salary increases to remain competitive and acknowledged equipment purchases and training will factor into total cost.

Trees, landscaping and intersection safety: The department confirmed a cloverleaf tree replacement project and fall planting schedule for certain highway intersections; commissioners asked staff to present estimates for radar-based speed-feedback signs and flashing caution lights on state road intersections.
