The Gallatin City Council on Sept. 2 approved multiple routine and administrative items during its regular agenda. Key outcomes included:
• Occupancy tax appropriation for tourism: Ordinance O-02507-45 (second reading, amended) — The council amended a requested $30,000 award for a tourism special event to $15,000 and approved the amended ordinance by unanimous vote. Vice Mayor Hayes moved the amendment; Councilman Carter seconded. The item was amended and then passed unanimously. The appropriation will come from the occupancy tax reserve for tourism special events.
• Grant application: Resolution R-2507-46 — The council authorized the city to apply for a Blue Cross Blue Shield Healthy Places grant. Motion by Councilman Jones; second by Councilman Carter. The resolution passed unanimously.
• Actuarial study for retirement credit: Resolution R-2608-50 — The council authorized an actuarial study to determine the cost to authorize certain retirement-credit purchases under Tennessee Code Annotated §8-24-605(d). Council members emphasized this action funds a study only; the study will return cost estimates for council consideration. The resolution passed unanimously.
• Reappointment to Gallatin Electric Power Board: Resolution R-2508-52 — The council unanimously reappointed Beth Bennett to the Gallatin Electric Power Board.
• Opioid abatement settlement amendment: Resolution R-2508-54 — The council authorized the city to join the state and other local governments in amending the Tennessee state subdivision opioid abatement agreement and approved related settlement agreements. Motion passed unanimously.
The council also approved the minutes of the Aug. 19, 2025 meeting as corrected by voice vote earlier in the meeting. These items were approved with majority or unanimous support as noted and do not require additional council action beyond implementation and staff follow-up.
