Town staff: police station design complete; construction-manager proposals due this week

Inga Knox, a project executive with ECC Corporation, told the North Smithfield Town Council on Sept. 2 that the construction-document set for the police station renovation is complete and under third‑party peer review for mechanical, electrical and plumbing comments.
She said proposals for the construction manager at‑risk procurement are due this week and interviews are scheduled for Sept. 23. Knox said the project team hopes to bring a recommendation to the council in the first week of October.
“The proposals are due this week, on Thursday,” Knox said. “Once we receive the proposals, we will open them and everything will be reviewed and discussed. And we are hoping to be able to come to this meeting, first week of October with recommendation to, award.”
Knox said the selected construction manager would “buy out the job” with subcontractors and that construction could start in late 2025 for limited early work or more broadly in 2026 depending on phasing. She also said ECC and the construction manager will work together to document what the state requires to secure an energy grant extension through May of next year.
Town councilors asked for clearer grant timelines and an itemized grant-status sheet; Knox said she has amended the grant profile to include expiration dates and that the team will provide a more comprehensive grants update going forward.
Why it matters: The town is balancing multiple capital projects and constrained deadlines for ARPA and other grants. Council members pressed for a schedule and documentation that shows which grants require action before construction begins.
