City planning staff reviewed a rezone application for 1140 Koffeen Avenue at a study session of the Sheridan City Council on Aug. 25, 2025, asking that the property's zoning change from B-1 (business) to M-1 (industrial) to permit an existing pari-mutuel wagering operation.
City Planner Kelly Schroeder said the 1.7-acre parcel includes the Derby Club and several nearby commercial uses; staff raised the zoning concern after determining B-1 does not allow pari-mutuel wagering. Schroeder said the requested M-1 zoning would allow the Derby Club to continue operating the gaming parlor. She noted the area south along Koffeen Avenue already contains M-1 zoning and that other gaming businesses in the city are zoned to permit similar uses.
Schroeder said staff had notified 18 surrounding property owners, published a legal ad and posted a sign; she reported receiving one inquiry but no formal opposition. She said Planning Commission staff will recommend approval to City Council and that the rezoning would be scheduled for City Council public hearing and first reading next week, followed by two additional readings through October.
