Staff said the property is currently zoned MF-1 (multifamily) and the applicant proposes to retain MF-1 as the base zoning while adding a funeral home as an approved use through a plan development. "This is item number 2, zoning case, ZON25060021," a staff member said during the briefing. The staff presentation said the applicant would convert an existing church on the site into a funeral home with limited interior improvements for staging, visitation and travel services. "All intensive day-to-day operations including removals, embalming, and transportation services will be conducted at the applicant’s existing location which is in Irving," the presenter said.
Staff told commissioners the change is being processed as a plan development rather than a full rezoning to avoid opening the site to a broader set of more intensive uses. The presenter said notices were mailed to nearby properties (the presenter recalled the number as about 51) and that no responses had been returned. Development review staff recommended approval of the plan development as presented.
Commissioners asked clarifying questions about public outreach; one commissioner noted that at an earlier hearing one homeowner had appeared in opposition and asked whether neighbors had been contacted beyond that single attendee. The presenter replied that, to their knowledge, only that one homeowner had attended earlier hearings.
