County officials outline updated computer and AI policy; few offices report active use

At the Aug. 20 Kootenai County Board of Commissioners meeting, Commissioner Duncan reported an updated computer policy — combined with an artificial intelligence guidance addendum — was approved by the board on July 8 and that Human Resources will present a resolution to formalize it.
Duncan said the policy details supervisor approval requirements for employees who want to use AI tools and cautioned officials to consider personal data protections. “One of my concerns… is any kind of personal data that you would put in there,” Duncan said after attending a secretary of state training; he noted officials should review the policy for how it treats personal-identification information.
Treasurer Steve Matheson said his office has discussed using AI on the county website to reduce phone calls but has not implemented such tools. Other offices reported limited ad hoc use, typically for drafting emails or tightening language, and several elected officials said they have advised staff not to substitute AI for original research or filings.
HR and IT were identified on the record as the offices that will maintain and update the policy as technology evolves; the commissioners discussed using an RFP/RFQ procurement approach if offices seek external AI solutions. No new policy vote or change was taken at the meeting; HR will bring the formal resolution forward at a later meeting.
The board moved on to the next agenda item after briefly discussing the policy update.
