TWC adopts FY2026 SNAP E&T and employment services allocations; certifies CRPs and approves board nominees

The Texas Workforce Commission adopted revised fiscal year 2026 allocations for SNAP Employment & Training (SNAP E&T) and employment services, certified two new community rehabilitation programs (CRPs) and recertified five others, and approved nominees to several local workforce solutions boards during a brief agenda session on Aug. 12, 2025.
Chris Nelson, TWC chief financial officer, told commissioners staff found an error in entering 2025 allocation amounts that produced an incorrect hold‑harmless distribution for local areas; staff presented corrected FY2026 figures. "We have determined there was an error in entering the 2025 allocations amounts that caused an incorrect hold harmless allocation for the local areas," Nelson said. The revised totals presented to the commission were $11,883,508 for SNAP E&T (with a revised small‑board distribution of $49,743) and $27,439,218 for employment services (with revised small‑board funding of $74,522). A motion to adopt the allocations as recommended by staff carried.
On certifications, Juan Garcia of the Vocational Rehabilitation division asked the commission to consider two new CRPs and five recertifications for the Purchasing from People with Disabilities program. The two new applicants were listed as D and D Helping Others in Huntsville and Revitalize Develop and Mentor (Houston). The five recertifications recommended were Central Texas ARC (Mexia), Equip Enterprises (San Antonio), Goodwill Industries of North East Texas (Sherman), New Hope Academy of Fort Worth, and United Resource Group US (Houston). "Staff recommends certifying the 2 new CRPs and 5 CRPs seeking recertification to participate in the program," Garcia said. The commission approved the certifications and recertifications.
Patricia Martinez of the Workforce Development division presented nominees for local workforce solutions boards in Cameron County, Central Texas, Gulf Coast, Middle Rio and West Central Texas; the commission approved the nominees as presented. "Staff recommends approval on the presented nominees," Martinez said.
