Wayne County applies mobile-home-park standards to recreational-vehicle parks

The Wayne County Board of Commissioners voted Aug. 19 to amend the Mobile Home Park Ordinance so the county’s standards also apply to recreational-vehicle (RV) parks and campgrounds.
Planning staff explained the change during a public hearing, saying the amendment "adds RV parks or campgrounds ... to our mobile home park ordinance" so the same standards that apply to mobile-home parks will also apply to RV parks.
Why it matters: Commissioners said the change is intended to ensure minimum public-safety and infrastructure standards as the county sees increased interest in RV parks. Planning staff said the ordinance sets road and access standards — typically a 40-foot right of way with at least a 20-foot crushed-stone driving surface for emergency vehicles and a 4-inch stone base where required — and that fire-hydrant provisions and turnarounds would also apply.
During the hearing, staff said most prospective RV sites in the county are proposing septic systems, which in practice results in larger lot footprints than a serviced subdivision would require. No members of the public signed up to comment during the hearing, according to county staff.
The motion to apply the county's mobile-home-park standards to RV parks was moved and seconded on the record; the chair called for the vote and the motion passed.
Ending: The planning board had previously recommended approval, and county staff said the standards align Wayne County with approaches used by other counties that apply mobile-home standards to RV and campground developments.
