Latta said the report’s ‘‘major issues’’ section identifies statutory changes the agency believes would improve operations.
Latta told commissioners the report includes three recommended changes: replace the vocational rehabilitation division’s 10% case‑review requirement with a statistically valid, risk‑based sampling approach; update the statutory authority for the civil rights division; and apply a risk‑based framework to the licensing and regulation of career schools and colleges. "The report is due to the Sunset Commission on September 1," Latta said. "We have provided 3 issues in this section."
Latta said the version presented was complete but that staff requested authority to make non‑substantive edits and formatting adjustments and to prepare an accessible version for the agency website and the Sunset staff. A motion to approve the report for submission and to allow non‑substantive edits carried.
The report is the first formal step in the sunset review process; the Sunset Advisory Commission will use the submission to prepare staff analysis and follow‑up questions. TWC staff said they will continue minor clarifications as needed before the Sept. 1 filing.
