The City Council unanimously approved a special‑use permit and a liquor license on Aug. 18 to allow the White Horse Saloon to operate a drinking establishment in the downtown city‑center (DCC) zoning district.
Planner April Cabello told council the proposal, SUP25‑012, would occupy roughly 5,400 square feet on the first floor at 815 Arthur Street and requires council approval because the proposed drinking establishment sits within 300 feet of a church. Cabello reported city departments had no outstanding objections, the applicant submitted the required business‑license and liquor‑license paperwork and the occupancy load (per fire) is limited to 229.
Applicants Amber Corson and Susie Earhart described the venue as a neighborhood tavern focused on competitive and recreational darts, pool leagues, shuffleboard, weekend live music and snack‑style food. They said the venue will employ trained floor staff to check IDs and de‑escalate incidents and emphasized a safe, family‑friendly environment.
Councilor Allgood moved approval of the special‑use permit subject to staff conditions; Councilor Denver seconded. The motion passed on a unanimous voice vote. The council then approved the associated liquor license item unanimously as a follow‑up consent action.
What’s next: applicants will complete any remaining business‑license, sign‑permit and building‑permit steps and may return with sign or design review materials as needed before opening.
