Planning commission approves home daycare permit for Snugglebug Daycare at 3568 West New Private Drive

Riverton’s Planning Commission on Aug. 14 approved a conditional use permit, PLC 25-2035, allowing Kylie Kennedy to operate Snugglebug Daycare at 3568 West New Private Drive for up to 12 children and with one employee.
Staff reported the house is in Butler Meadows, zoned R-2, and that the lot is about 0.45 acres. The proposal includes a fenced backyard for play, off-street parking designed to stagger drop-off and pickup times, and operating hours Monday through Friday, 7:30 a.m. to 5:30 p.m. The applicant provided a letter from the property owner confirming permission to run the daycare from the rental property.
Lisa, planning staff, said the state license appropriate for up to 12 children was identified as the "Lisonbee family childcare" license in her remarks, and that the most the planning commission may allow for a home daycare in the code is 12 children and up to 24 vehicle trips per day. She said no public comments were received during the notification period.
Applicant Kylie Kennedy told commissioners she currently has five children expected to attend at opening — one of whom is her own — and that families plan to use the driveway for drop-offs so vehicles will not stop on 3600 West. “We kind of have an advantage where ours is one of the first houses on the street. So they will pull directly into our driveway, and they won't have to pass any of the neighbor's houses,” Kennedy said.
Commissioner Clough moved to approve PLC 25-2035 with conditions 1 through 9; Commissioner Beck seconded. Commissioner Cannon abstained. The clerk recorded five affirmative votes and one abstention; the motion passed.
Staff noted that a previous conditional use permit for a daycare at a nearby house had lapsed when that property’s resident owner moved and therefore did not block the new application.
The approval allows Kennedy to operate under the stated conditions; any change in tenancy or ownership would require a separate permit or reapplication.
