Council action: After the public hearing and a short deliberation, the council voted to adopt the handbook and code of conduct as presented. Councilors thanked municipal staff and volunteers who assisted drafting the document.
What the handbook covers: The document includes sections on ethical standards, duties of board members, attendance and stipends, required state filings (financial disclosure and open-meeting training), conflict-of-interest guidance and a social-media policy that clarifies when members may or may not speak on behalf of their board in an official capacity. The handbook also encourages training on open-meeting law and ethics for newly appointed volunteers.
