Commissioners approve JEO contract to update county hazard mitigation plan

The Rio Blanco County Board of County Commissioners on Aug. 12 approved an agreement with JEO Consulting to prepare an updated county Hazard Mitigation Plan under an HMP grant.
Staff said the county's previous hazard mitigation plan had expired in March and that updating the plan was urgent to secure federal and state funding that can support recovery and mitigation after disasters. County staff and a commissioner noted neighboring Routt County was also awaiting completion of mitigation planning that could affect grants.
The board voted to approve the contract after staff reviewed the contractor's proposal and confirmed it aligned with the draft contract terms. Staff asked that most work be completed in time to meet end-of-year funding cycles and noted the plan requires a multi-step process including cost estimates, stakeholder input and local adoption steps.
Commissioners directed staff to proceed with the contract and to pursue the schedule necessary to allow the county to access mitigation funding for disaster-related costs.
