Rio Blanco commissioners approve Meeker Airport reconstruction contracts and FAA grants

The Rio Blanco County Board of County Commissioners on Aug. 12 approved multiple actions to move forward on airfield improvements at Meeker Airport, including FAA grant offers under the Airport Improvement Program (AIP) and execution of construction contracts.
The board approved the AIP project (project number 3-08-0041-018-2025) and the FAA Infrastructure Investment and Jobs Act (AIRA) airport infrastructure grant (project number 3-08-0041-017-2025). Commissioners also authorized the notice of award for the Meeker Airport ramp reconstruction project to Elevated Excavating, Inc., and approved a ramp reconstruction contract award and other associated construction mobilization steps.
County staff told the board the contractor had submitted required submittals, insurance and stormwater permitting and that the mobilization date for one project was shifted to Aug. 28 to accommodate site and access conditions. Engineers have set a 70-calendar-day window from mobilization for completion of paving; the county noted liquidated-damage provisions apply if work extends beyond the contract schedule. County staff said contractor schedules must coordinate asphalt batching plans and third-party materials testing.
Separately, the board approved a right-of-way and easement agreement with Atmos Energy Corporation to clean up and formalize a 10-foot easement for an existing gas line at the Meeker Airport, a step staff said is needed before Atmos will commit to extending gas service to airport facilities.
County officials said they were ready to proceed but would inform the board and FAA if circumstances, including the nearby wildfire and road closures, required further schedule changes.
