On May 2, 2000, the Los Angeles City Council accepted as a note on file a procedures manual for professional and personal services contracts compiled by the Department of General Services’ Operations Analysis Division. Councilmember Chick introduced the report and thanked staff for producing the manual.
Councilmember Chick said the manual consolidates guidance and procedures for city employees working on professional and personal services contracts. She described it as extensive — containing multiple appendices — and said it should help ensure that contracts “protect the city and taxpayer dollars in every possible way.” The presentation referenced recent public controversies involving a city contract and a swimming pool at a Recreation and Parks facility in Studio City as context for strengthening contract procedures.
Staff said the manual is intended for general managers and relevant city staff and includes categories and appendices that centralize contract information. Councilmembers accepted the report as a note on file and directed that it be circulated to relevant managers and staff. The roll call vote on the acceptance was 13 ayes.
Councilmember Chick and other council members praised the work by General Services and Operations Analysis Division staff.
