Dan Daniska, city engineer/wetlands agent, told the commission the project met the commission’s typical requirements and that planned protections were adequate: "It's just a typical house construction. They've got silt fencing, clearing limits. We're pretty good with it, really." The commission asked that the project update its E&S control details to match the newest guidance and add winged silt fencing where appropriate.
Conditions recorded in the motion require compliance with staff comments and E&S procedures, coordination with city staff if archaeological resources are encountered, and reasonable removal of invasive vegetation within the construction limits "working with staff". The commission recorded unanimous votes in favor of (1) finding no need for a public hearing and (2) approving IWWCC 25‑04 with staff conditions.
Clarifying details provided to the commission included that the septic tank and most disturbed features are in the upper review area, that the material stockpile is shown outside the upland area, and that an $800 E&S bond was discussed and requested in staff notes. The commission's approval included the requirement that the applicant address the city engineer’s comments on a revised plan set.
The commission recorded no public opposition during the item and asked staff to include the standard memo notes and E&S details in the permit record. The project will return to staff as revised plans are submitted and monitored during construction for compliance with the approved controls.
