Council fast-tracks LAPD risk-management system and budget requests

The Los Angeles City Council approved motions to fast-track a risk-management system for the Los Angeles Police Department, authorizing funding for staff and minor office costs and directing progress reports to the Public Safety Committee.
Captain Mike Moore of the LAPD's management services bureau told the council that a working group including the City Administrative Office, City Attorney, and the Chief Legislative Analyst (CLA) had identified and negotiated with a vendor used by another jurisdiction (Pittsburgh). The department reported it had signed a contract and scheduled an initial working session with the vendor the week following the meeting. Moore said the department had assigned two police officers full time to the project and requested additional staff—a sergeant, a senior systems analyst and a clerical worker—plus minor office space and equipment to meet an expedited schedule.
A follow-up motion (item 27a) submitted to the council authorized the necessary appropriations for furniture, equipment and staff and directed the LAPD, the CAO and the CLA to report back to the Public Safety Committee in July. The motion’s sponsors said the Department of Justice had identified a modern risk-management capability as a high priority following recommendations tied to the Christopher Commission reforms; getting the system in place was described on the floor as “vitally important.”
The council approved the motion and its amendment by recorded voice: item 27a and item 27 as amended each carried with 11 ayes on the roll call.
Clarifying details and next steps: the LAPD will begin vendor work immediately, will pursue funding for the additional staff identified on the record, and will report project progress to the Public Safety Committee in July as directed by the motion.
