Council seeks amendments to AB 2147 to secure LAUSD cooperation on school siting

Staff analyst Joanne Gadioso described two amendment requests the council supported: 1) require school districts to provide location information and planning input so city general plans can meaningfully accommodate future public-school sites; and 2) when a school board opts out of local zoning (the bill allows a two-thirds school-board vote to do so), require findings supported by substantial evidence in the public record explaining why local land-use rules would not be followed.
Council members said the city’s ad hoc working group and the city’s CAO/CLA report need to dovetail with the state process. Council Member Ridley-Thomas, Council Member Chick and others asked staff to press for amendments and to bring a status report to the Governmental Efficiency committee so the city can coordinate local planning and the state bill before the assembly Appropriations Committee hearing scheduled the following day.
