Middleton resident urges clearer impact fee process for new developers

Don Reynolds, a Middleton resident and new member of the city’s Impact Fee Advisory Board, told the City Council on Aug. 6 that developers need clearer, more consistent explanations of impact fees and how the charges are calculated.

Reynolds, who identified his address as 450 East Walcott Lake Court, said he attended advisory‑board and planning meetings and had observed developers surprised by the detailed breakdown of fees when moving a project forward. "When they get to see behind the scenes that, by the way, you're paying this much in these refuse and this much in permits and this much in these, they really start to question where those numbers come from," he said.

Reynolds said he heard developers describe Middleton’s impact fees as "fair" compared with larger cities, but he urged the council and staff to present a concise, non‑condescending explanation to new developers so they understand exceptions and the rationale behind fee amounts. He asked council members to pursue a clear and consistent process to reduce uncertainty for developers and for city staff when handling new projects.
