Garner annexes 44.9‑acre Creech Road site for Habitat subdivision; 97 homes planned

Garner — The Garner Town Council voted unanimously on Aug. 5 to adopt an ordinance annexing a 44.9‑acre site on Creech Road for the Creech Road subdivision, an affordable‑housing project being built by Habitat for Humanity.

The annexation (ANX‑24‑012) brings into town limits a site that planning staff described as adjacent to Gatewood Drive with later connection planned to the Tryon Road extension. Planning director Jeff Triesenberg said the project has been in development since the subdivision approval on Nov. 13, 2018, and the annexation request covers the entire subdivision approved at that time.

Marty Bizzle of Bass, Nixon & Kennedy Engineers, representing the applicant, told council that site work is underway, with grading and installation of water and sewer in progress. Bizzle said the subdivision includes 97 homes.

Council member Singleton moved to adopt ordinance 20255349 to approve the annexation; the motion was seconded and carried on a voice vote with no opposition. The town manager and council noted a recent ribbon cutting and praised Habitat’s work on the project.

Triesenberg noted that the property was run through the town’s five criteria for satellite annexations and that the site is adjacent to planned infrastructure connections. No members of the public signed up to comment on the annexation at the meeting.

The annexation ordinance (20255349) authorizes the town to extend services and the town’s development standards to the 44.9‑acre parcel as the subdivision progresses. Staff said the site is the first phase of a larger development that Habitat and partners may expand in the future.
