Madera County GSA reports progress on measurement-methods and accounting-platform RFP; target start Jan. 1, 2026

Alita Allen, a water resource specialist with the Madera County GSA, briefed the committee on the status of the RFP for measurement methods and an online accounting platform on Aug. 31, 2025. The procurement was issued May 15; seven proposals were received — two for measurement methods and five for the accounting platform — and all respondents gave public presentations on July 1.
Allen said responses and related materials were posted to the county website on July 21, and staff received grower feedback via a mailed questionnaire. "We have about 35,000 acres and 47 growers who have submitted their questionnaires," Allen said, noting responses were still arriving. Staff also completed reference checks and reported generally positive feedback on vendor familiarity with agriculture and prompt responsiveness.
Noah Lopez of the Madera Ag Water Association, speaking during public comment, urged the GSA to prioritize cost savings, vendor interoperability and the ability to integrate and appeal satellite evapotranspiration (ET) estimates with on‑farm flow‑meter data. "I think it's around a million dollars annually," Lopez said when describing current measurement system costs and the potential for savings. He recommended the GSA favor data sources and platforms with established use by other GSAs and ensure the GSA owns data so systems can be moved between vendors.
Committee members asked about technical and scheduling next steps. Allen summarized remaining questions raised by growers and reviewers — quality assurance/quality control, data security, mobile-app accessibility, the ability to show recharge/credits/allocations on an accounting platform and long‑term vendor transferability — and outlined a timeline: September — GSA committee presentation and staff recommendation with returned questionnaires; October — contract negotiation; November — committee recommendation and board consideration; target service start date Jan. 1, 2026.
