Greene County adopts 2024 ESFR assistance and procurement policies for housing repairs

Greene County commissioners approved two policies required for participation in the North Carolina Housing Finance Agency's 2024 Essential Single-Family Rehabilitation (ESFR) loan pool program: an assistance policy and a procurement policy.
AJ Mandigo of McDavid Associates presented the policies and said they are roughly equivalent to the county's 2021-approved policies. Mandigo said Greene County has participated in the ESFR program before (2017, 2018 and 2021) and has assisted about 31 units in prior rounds. He said the 2024 policies were reviewed by senior officers at the North Carolina Housing Finance Agency.
With no substantive questions from commissioners, the board moved to approve both the assistance and procurement policies so Greene County can participate in the 2024 program and access grant funding administered by the housing finance agency.
The board did not discuss specific unit eligibility changes or dollar amounts at the meeting. Mandigo and county staff said further program questions could be directed to the agency or the county's ESFR administrator.
