Parks staff outline turf study timeline, field replacement work and summer events; Bixby Park trail closure to last through November

Division manager Sarah Rove Esteli gave the commission a departmental update on July 22 covering summer programs, capital projects and scheduled public engagement.

The department highlighted upcoming and recent events: the summer family movie series at Mitchell Park (movies at sunset, seating opens at 7 p.m., with showings Aug. 1 and Aug. 15), a municipal service center open house scheduled for Saturday, July 26 (10 a.m. to 2 p.m.), and the July 4 summer festival and chili cook‑off held at Mitchell Park.

Esteli provided a status report on field‑surface work and a citywide turf study. The city is advancing a comprehensive turf study to evaluate environmental, operational and financial considerations for synthetic and natural turf fields, with a particular case study focused on El Camino Park. Staff will release a draft report for public comment on Aug. 11, hold commission discussion on Aug. 26 and plan to present a final plan to City Council on Oct. 20. "The study will be used for the El Camino Park case study," Esteli said, and staff said community feedback will be solicited through the project website.

Esteli also reported capital project progress: the joint interception sewer project for the Palo Alto Regional Water Quality Control Plant remains on track; a temporary closure of the Bixby Park Western Trail began in March and is expected to continue through the end of November, including restoration work. The Stanford‑Palo Alto Community Playfields turf replacement mobilization began the week of July 14; crews started turf removal, fencing and tree protection and staff said the project team is aiming for completion in December.

Other maintenance and amenity updates included resurfacing and bench repainting at the Mitchell Park splash pad, new plot signage at Rinconada Community Gardens created by an Eagle Scout, and a recently activated automatic entrance gate at the Baylands which staff said has been operating without major issues to date.

Commissioners asked about communication to user groups on field timelines and noted differing public timelines (a commissioner cited a November return date while staff reiterated a December completion target). Staff said they are coordinating directly with user groups and recreation staff to provide updates as projects progress. Commissioners also raised questions about pool outages and community garden maintenance; staff said they would follow up with additional details.
