County staff said mobilization by EarthTech/Access in Motion and a specialized drill subcontractor was imminent and that a $10,000 early‑completion bonus could encourage crews to run additional shifts and finish ahead of a late‑August target. County manager Mike Bordonia told commissioners that depending on site conditions — especially whether drilling encounters unanticipated rock pockets — an early finish may or may not be feasible.
The board previously had approved a contract in which outside funds covered part of the cost with the county absorbing the remaining share; with the $10,000 incentive the county’s total potential contribution would rise to approximately $184,500 (staff had earlier estimated a county share near $174,500 without the bonus). Commissioners voted unanimously to authorize the incentive.
Ending: Staff said the contractor expects to mobilize equipment immediately; county managers will continue weekly updates to the board and will notify the public of schedule changes and access restrictions.
