Commission tables AutoNation site plan for State Road 7 auction after resident concerns

The City of North Lauderdale Commission on July 29 voted to table a package of five items from AutoNation that would redevelop the former Off Lease site at 827 South State Road 7. The package included a site-plan amendment to add a 7,267-square-foot auction house and a 7,858-square-foot detailing/car-wash building, drainage and landscaping upgrades, and five sign-waiver requests. The vote to table the package was unanimous and moved the items to the Sept. 9 commission meeting for further community outreach and review.

The planning division and the applicant described the project as a site upgrade intended to bring the property up to current engineering, drainage and site-plan standards. Tanya Davis Hernandez, the city’s development services director, said the developer will enlarge the existing retention pond and make pavement, drainage and fire-lane repairs. She told the commission the project went through the Development Review Committee and planning-and-zoning review and that staff had added a list of recommended conditions the applicant agreed to address.

AutoNation’s land-use attorney, Nectaria Chalkis, outlined design changes and mitigation the company proposes. “AutoNation recognizes that... the existing pond is going to be expanded,” Chalkis said, adding the expanded pond will meet county stormwater standards. Chalkis also said AutoNation has agreed to construct a missing segment of fence along the west property line to close a gap facing adjacent single-family yards.

Those assurances did not satisfy all nearby residents. Luke Casimir, who identified himself as a homeowner adjacent to the site, said the community is not inherently opposed to a dealership but is concerned about the auction element. “We are not opposing that. However, there are certain things that take place that were not happened before,” Casimir said, describing worries about noise, crowds and privacy if auctions draw large numbers of visitors. He said the existing fence along the shared property line is incomplete and that the unfinished wall left neighbors exposed to view and noise when the lot was previously used as a large car lot.

AutoNation representatives said auction events are weekly and generally brief, usually starting midday on Thursdays. Chalkis noted the proposed auction building would sit roughly 695 to 700 feet from the nearest single-family homes and that the company will upgrade drainage and landscaping. The applicant also agreed at staff request to complete a continuous six-foot fence along the west property line.

Commissioners said residents should have another opportunity for direct discussion with the applicant. The commission directed staff to arrange a community meeting with AutoNation and to advertise it citywide — using postcards and robo-calls — so affected neighborhoods can hear details, ask questions and provide feedback before the commission acts. The commission scheduled the follow-up and a possible hearing for the September meeting cycle.

The tabled items are scheduled together for the Sept. 9 Commission meeting; staff will coordinate a community workshop in August or early September and report back with any revised conditions or responses to resident concerns.

Ending The commission’s request for a community meeting puts the project on a slower track; planners and the applicant said they will return to the commission after the outreach and any additional engineering updates are complete.
