BSIS enforcement focuses on unlicensed activity, outreach and a public enforcement portal in development

The Bureau of Security and Investigative Services told advisory members that unlicensed activity remains the leading enforcement issue and that the bureau is expanding field presence and public materials to address it.
Assistant Chief Sam Studalski and enforcement staff said approximately one-third of pending investigations are for unlicensed activity and that about 40% of citations issued this year involved unlicensed practice. Sam and enforcement managers said the bureau has focused on education but will use administrative citations and coordinated operations to address unlicensed operators.
The bureau reported it is adding or reclassifying positions to increase the number of special investigators assigned to field work. Sam said those investigators are used for stings and joint operations with law enforcement and noted that presence in the field has improved the bureau’s ability to detect and respond to unlicensed activity.
Enforcement staff said they are updating public guidance, including a revised private-security pocket card for law enforcement and a more comprehensive public version to be posted online. They also said the bureau is working on an enforcement landing page to publish unlicensed-activity citations and formal disciplinary actions; staff hoped to roll that out later in the year.
