Council approves subdivision agreement with New Leaf Homes for Eagles Ridge remainder; city to fund lift station and Colley Road water main

The Beloit City Council approved Resolution 2025‑96, a subdivision development agreement with New Leaf Homes for the Eagles Ridge remainder subdivision, directing certain public‑infrastructure responsibilities and clarifying construction sequencing.

City staff told the council the planning commission had approved the preliminary plat last year and the developer submitted the final plat; the agreement is intended to govern installation of public facilities for the remaining portion of the subdivision. Under the agreement presented to the council, the city will fund the design and construction of a sanitary lift station and associated discharge force main at the corner of Town Hall and Colley Road; the developer conveyed the land for the lift station to the city.
