Richmond finalizing fall paving list; city discusses sidewalks to food pantry and walkability

The City Manager told the Richmond City Board of Commissioners the administration is finalizing the city's paving list for fall and gave commissioners two weeks to add roads for bidding. Staff plans to put the paving work to bid in August and perform work in late September and October.

On sidewalks, Commissioner Cole asked about the sidewalk connection to the food pantry on East Main. Staff said crews will extend sidewalk across one property in front of bushes and install sidewalk in front of Maple Grove Cemetery; the sidewalk will end at the cemetery since parking lots sit between the cemetery and the pantry. Staff cautioned that some segments are constrained by state easements, drainage and the back of private property, and recommended flashing pedestrian signs where full sidewalks are not feasible.

Why it matters: The paving and sidewalk work affects pedestrian access to community services such as the food pantry, and commissioners asked staff to prioritize specific locations. The city manager asked commissioners to submit any additional priority roads within two weeks so they can be included in the August bid package.

Additional notes: Staff said attempts to improve walkability across the city are ongoing; the planning and zoning chair and staff have identified locations such as East Irvin Street and Lake Reba as recurring priorities. The manager said the department maintains a multi-section sidewalk priority list and is addressing sections as resources allow.
