Muscatine council approves series of streets-equipment purchases after debate over priorities

The Muscatine City Council on Aug. 7 approved a series of purchase orders for the streets department totaling multiple hundreds of thousands of dollars, clearing requests for a wheel loader, a hydro excavator, leaf-collection equipment and other specialized machinery after council members questioned whether the purchases were the best use of limited street-budget dollars.

Council members repeatedly said they wanted to press staff on whether new equipment would replace high-maintenance older machines and how buying new gear compares with directing funds to alley and street repairs. "That's a big number, and I'm sure there are lots of alleys and streets that if we would take that $750,000 and instead of purchasing equipment ..." Council member Lampe said during the discussion. City staff and other council members defended the purchases on grounds of safety, efficiency and maintenance savings.

The council approved multiple items funded from the roadway/street budget or road-use tax rather than from the general fund. Staff said some pieces replace equipment beyond repair and that delaying replacement would raise maintenance costs or reduce the city's ability to deliver services such as snow and leaf removal.
