At a joint meeting on Aug. 12, 2025, planning staff told the Owasso City Council and related authorities that an applicant is seeking annexation and rezoning of a 3.85-acre parcel at 405 West Second Avenue from Tulsa County agricultural (AG) to the city's Industrial Light (IL) zoning.
Planning staff said the parcel is the northern portion of a larger, unplatted five-acre tract and is contiguous to city limits on its south, east and west sides. The city of Owasso provides both water and sanitary sewer service to the property, staff said. Under the proposed change, the applicant seeks IL zoning to allow "support activities for transportation" on the site; staff said a specific use permit (SUP) will be required for that use and the applicant intends to submit one for the entire parcel.
The request was presented as files A-25-03 (annexation) and OZ-25-05 (rezoning). Planning staff noted the Owasso 2035 Land Use Master Plan identifies the site for future industrial and regional employment uses. Staff also said the property must be platted before any building permits are issued.
Staff reported the Planning Commission voted 5-0 to recommend approval of the annexation and rezoning; staff also said no members of the public spoke on the item at the Planning Commission hearing. Council members asked clarifying questions about a prior variance for the property's frontage and confirmed that the entire five-acre lot would be brought inside the city if annexed.
