County staff said the Morrow County CDS Phase 2 award (described in the earlier funding inventory) is approved and that engineers will use the funds for hydrologic work including test wells. Consultants and county staff said the immediate scope is to locate and conduct two test wells to evaluate both quantity and quality and to run seasonal monitoring to provide the data necessary for later feasibility and design steps.
Presenters said the test-well work will feed the design-level work and help determine whether a local municipal or district source has capacity, what treatment (if any) would be necessary and the likely costs of a permanent new source. The meeting noted that test wells typically cost in the range of tens to a few hundred thousand dollars depending on depth and geology; presenters cautioned that basalt formations require very deep drilling and much higher costs than alluvial sands.
Consultants emphasized the need for consistent sampling methodology and seasonal testing (for example, sampling after harvest and during low-rain seasons) to avoid misleading results. County staff said the engineer/firm on the CDS contract will submit a statement of work and budget for the test-well program and that hydrologists will design monitoring frequency and analyses.
Ending: County staff and the consulting team said they will circulate the CDS-phase statement-of-work and proposed monitoring plan to the consortium when available; test wells and data will inform which extension and treatment options are feasible and which municipal partners have capacity to accept new customers.
