3) Minor Use Permit (MUP 2025‑21) — Matcha Swag Dance, Newpark Mall, 2086 Newpark Mall, Unit 1093. The council reviewed a call for review and affirmed the Community Development Director’s July approval. Motion to affirm without changes by Councilmember Stephen Grindahl; seconded by the vice mayor. 4) Homelessness action plan consulting contract — Authorize city manager to execute a consulting services agreement with Social Change Partners LLC to develop Newark’s first five-year homelessness action plan, contract not to exceed $89,850, including budget amendment. Motion by Councilmember Jorgens; second by Vice Mayor Little. Vote: 5–0 — approved.
5) Military equipment use policy — Public hearing held; council introduced by title and waived full reading of the ordinance re‑adopting the military equipment use policy pursuant to AB 481 and accepted the annual military equipment report. Motion by Vice Mayor; second by Councilmember Grindahl. Vote: 5–0 — introduced/accepted; final adoption to follow per ordinance procedure.
6) League of California Cities delegate — Council appointed Councilmember Stephen Grindahl as the city’s voting delegate for the League of California Cities Annual Conference & Expo in Long Beach (Oct. 8–10). Motion and second recorded; vote 5–0 — approved.
