Board sets public hearing for draft RV/campground ordinance after first reading

Planning staff presented a draft RV park, campground and tiny home ordinance at the board’s Sept. 8 meeting and the commissioners voted to set a public hearing for Nov. 10.
Ron Harmon, Planning staff, said the draft — which updates a mobile home park ordinance in place since 1997 — focuses on emergency access, road widths, grades, structure spacing, lot numbering and mandatory evacuation plans submitted to emergency services. Harmon said owners of RV parks and campgrounds would be responsible for trash removal and that the ordinance differentiates development review: staff approvals for developments up to 10 lots and planning board review for larger developments.
During discussion, commissioners asked about spacing standards, enforcement and penalties. Harmon said some penalty amounts are controlled by state statute and that certain enforcement measures, including a jail term of up to 30 days for violations, are included in the draft. The board debated whether county penalties could be increased beyond statutory limits and asked staff to check statutory authority.
A motion to set a public hearing for the ordinance at the Nov. 10 regular meeting (the October meeting will be held at an alternate site) was made, seconded and approved by voice vote.
Ending: Staff will post the draft ordinance for public review and prepare for the Nov. 10 public hearing; commissioners asked staff to check whether penalties can be increased under state law and to circulate answers prior to the hearing.
