Housing Authority updates West Avenue Apartments affordability mix to align with state funding

The Santa Rosa City Housing Authority on Aug. 25 approved a staff recommendation to change the targeted affordability mix at West Avenue Apartments to align with state funding requirements tied to Department of Housing and Community Development (HCD) assistance.
Rebecca Lane, program specialist with the Department of Housing and Community Services, told the authority that West Avenue Apartments — a 40-unit affordable multifamily property owned and managed by Burbank Housing — had previously been awarded $1,000,000 in Community Development Block Grant (CDBG) funds for rehabilitation. HCD’s Portfolio Reinvestment Program (PRP) requires a minor update to the unit mix to receive its funds.
Under the approved change, the project’s affordability mix moves from 9 units at 30% of area median income (AMI), 1 unit at 50% AMI and 29 units at 60% AMI, to 9 units at 30% AMI, 2 units at 50% AMI and 28 units at 60% AMI. Lane said the change will add one lower-income unit and align the project with PRP requirements.
“The updated affordability mix in the project will be more favorable, adding one additional unit at a lower AMI,” Lane said during the meeting.
Commissioner Smith asked what that change would mean in dollar terms for a one-person household; staff reported that under 2025 income limits a one-person household at 60% AMI is $63,420 and at 50% AMI is $52,850, a difference of about $11,000 annually.
The motion to update the resolution that originally authorized the CDBG award (resolution number 1783, dated Oct. 28, 2024) passed by roll call: Wimmer, Smith, Owen, Conte, Capio and Downey voted aye; Chair Newton was absent.
