Town of Hubbardston staff reported on Sept. 9 that a collaborative RFP for trash and recycling services with the towns of Princeton and Rutland produced a single applicant. The sealed proposal will be forwarded to partner municipalities for review and, if appropriate, evaluated in a joint meeting.
Staff said the process began as a grant‑funded effort but was complicated when the original grant contact left and several administrative steps were delayed. The meeting record references a prior town administrator, Austin Ciganowitz, and a past 2007 incident that made some haulers wary of working with Hubbardston. The current sealed proposal will be opened and reviewed by representatives from the collaborating towns; the board named Kathy and Peter as the town’s reviewers when the opening occurs.
If the bid is not competitive or acceptable, board members said Hubbardston will need to revisit its objectives for trash hauling and may rework the procurement approach. No vote was taken; the sealed envelope remains to be opened and evaluated with partner towns.
