City reviews stormwater agreement for new seminary building; agreement follows state-standard form

Morgan City staff briefed the council on a stormwater management agreement for a new seminary building being constructed where a school garage previously stood. The council discussed the technical approach and the agreement form at its Sept. 9 meeting.
According to City Manager Ty Bailey, the property—s current stormwater system cannot service the new building—s additional impervious surface, so the developer will contain stormwater on site using underground storage (plastic or concrete chambers), engineered to capture runoff and provide a controlled overflow to the city's drainage system in extreme events. "They're gonna have to contain it underground on their own property," Bailey said, describing the project concept.
Staff told the council this type of stormwater agreement uses a standard form typically supplied to cities and that the council had previously approved the form for similar projects. The document outlines maintenance responsibilities and a developer guarantee that the system will not fail or create future problems for the city.
No formal council resolution was required; staff said the mayor will sign the completed agreement after internal review is finished.
