Board member Mark Barwin provided an update on the Pennsylvania state budget impasse, which he said is delaying distribution of the district’s state subsidy. Barwin said the district’s estimated subsidy from the state is about $27 million of the district’s roughly $70 million budget and noted widespread reports that roughly $2.5 billion in state payments (to school districts and other local entities) were being held in July and August while the legislature and governor negotiated a budget.
Barwin said the delay is creating cash‑flow concerns across the commonwealth, particularly for smaller districts with limited local tax bases; he said some districts are considering withholding payments—such as cyber charter tuition payments—until subsidies are released as a way to signal urgency and to conserve cash. The board discussed that option in general terms but did not take any action.
Barwin and others said the state has released these funds late in previous years (for example, in December); he said the state has in the past released interim payments if negotiations prolong. Board members asked for email updates and for administration to monitor PASBO and other state guidance; Barwin said he would circulate updates as they arrive.
