At its Oct. 25 meeting, the Springville City Council took the following actions:
- Approved Resolution 2025-31 and a memorandum of understanding with Buc-ee’s Limited concerning reimbursements for public improvements at I‑15 Exit 261 (motion carried; roll-call yeas recorded for Mike, Craig, Jake, Logan and Mindy). Meeting discussion and the MOU text as presented note a $625,000 reimbursement figure and additional reimbursements for upsized sewer/water and a 100% bore reimbursement under I‑15, subject to final engineering and budget approval.
- Approved Ordinance No. 18 20 25 to amend the city code to allow internal accessory dwelling units (ADUs) in single-family attached dwellings (twin homes and townhomes). Owner-occupancy and additional-parking requirements were retained. Roll-call vote recorded: Jake, Mindy, Mike, Craig and Logan voted yes.
- Approved a resolution setting criteria for disposition of funds from land sales (referenced in the meeting as Resolution 2025-30). Council directed staff to prepare a departmental property-maintenance assignment and to consider making the property-acquisition fund its own budget line item. Roll-call recorded: Craig, Mindy, Mike, Jake and Logan voted yes.
- Approved consent agenda items 2 and 4 (consent agenda approved minus item 3, which was taken up separately). The minutes show a unanimous voice vote for the consent items that remained on the consent agenda.
- Voted to adjourn into a closed session on property matters. Council took a roll-call vote to end the meeting and go into a closed session for property matters; recorded yeas included Jake, Craig, Logan, Mike and Mindy.
All items above were approved by council votes recorded in the meeting transcript. Where figures were discussed (Buc-ee’s reimbursements, ADU parking and owner-occupancy requirements), staff indicated final implementation steps and detailed figures would be addressed in subsequent engineering, budget or ordinance-implementation work.
