- Event application/road closure: Fire Prevention Parade, Oct. 16 (rain date Oct. 23). Motion made by Leslie Mitchell; second by Brent. Approved by voice vote.
- Contract/Equipment purchase: Hydro controls for Stamping Ground tank, $33,862. Motion made by Greg Hampton; second by Minkie. Approved by voice vote. Staff said 8–12 week lead time and that the county will not contribute because the system is city-owned.
- Contract award: Bell Engineering — design contract for sidewalks on Main Street/U.S. 460 from the water filtration plant west to Elizabeth Street (Phase 2). Motion made by Britt; second by Leslie Mitchell. Approved by voice vote.
- Resolution: Accept Norfolk Southern GRAMA grant funding, $10,000, to help equip a special operations trainer. Motion made and seconded; approved by voice vote.
- Municipal orders: Approve participation in opioid-related bankruptcy settlements (Purdue Pharma LP and national settlement). Motions to opt into the settlements were moved and approved by voice vote; council thanked the attorney general’s office for providing information to enable an equitable settlement process.

- Annexation ordinance (first reading): Annex property at/around 1938 and 2020 Frankfort Road (PVA parcels cited), approximately 0.8–0.9 acres; sponsors Kim Minkie and Leslie Mitchell. Publicly introduced and read for the first time, 08/25/2025.
- Zone-change ordinance (first reading): Rezone same parcels at/around 1938 and 2020 Frankfort Road from A-1 agricultural to B-2 highway commercial, contingent on annexation; sponsors Kim Minkie and Leslie Mitchell. Introduced for first reading, 08/25/2025.
- Gas franchise ordinance (first reading): Award a nonexclusive gas franchise to Columbia Gas for an initial 10-year term, with up to two 5-year extensions and reserving the right to impose a franchise fee up to 5 percent. - Ordinance (first reading): Amend open-fire permit fees to allow waiver for local 501(c)(3) organizations up to four times per calendar year. Sponsor Karen Tingle Sames. Introduced for first reading, 08/25/2025.
