Library renovation slips to mid‑2026; City Hall remains on track for early 2027

To address the overrun, staff recommended a change order to restore contingency and finish the project. Staff said funding would come from the city’s 2023 bond program contingency reserve. At the meeting, staff did not present a single unambiguous line item for the change order in the council presentation; council materials on the consent agenda included a change‑order item for approval. The council approved the consent agenda without debate.
Goff also described the furniture package for the renovated library (new shelving, seating and furnishing) and said staff will bring the final furniture purchase — estimated at about $3.8 million — back to council for approval next month. He said the revised library opening target is mid‑2026.
On the new City Hall, Goff said slab work and site utilities are substantially complete, steel will arrive and go up next month, and the project remains on schedule for an early‑2027 completion. He said staff continue to review interior space planning — particularly meeting spaces and office configurations — to reflect modern work patterns and departmental needs and noted that final layouts remain subject to structural column placement.
Council members asked staff to consider an accessibility consultant for final City Hall fit‑out and to maintain attention to retaining mature trees on site; staff and the mayor pro tem praised crews for keeping trees and minimizing impacts during construction.
