The board awarded the phase‑2 resurfacing construction contract to Standard Construction Company for the low responsive bid of $1,373,097.91. Deputy Town Engineer Tim Gualtney described the project as three separate resurfacing segments: Houston Levee (Winchester to south of the railroad tracks), Progress Road (Keogh Road to Shelby Drive) and Shelton Road (Yorktown to Carver/Arlington), including limited widening and ADA upgrades. The work is a unit‑price contract with 270 calendar days for completion; the town will be reimbursed for 80% of expenditures through the Memphis Metropolitan Planning Organization/TDOT local programs funding arrangement.
The board also approved a purchase of a new Caterpillar wheel loader (CAT 926) from Thompson Machinery via Tennessee statewide contract SWC2525. The purchase price after a $22,000 trade‑in of the town’s 2006 Case 521D and including a $5,555.56 modification to an existing grapple bucket totals $180,487.45 (displayed line items in staff report showed $174,931.89 for the loader plus modification). Staff noted the purchase is under the budgeted amount of $195,000 and that the budget remainder will be returned to the general fund at year end.
Sanitation staff presented a request to purchase 1,327 green garbage carts and 400 recycling carts using the Sourcewell cooperative contract. Public Works staff explained the town switched to Schaefer carts in 2023 and has replaced far fewer units since the swap (nine replacements compared with more than 200 over a prior three‑year span with an older cart type).
Each of the three procurement motions passed on roll call with all members recorded as voting yes. Additional routine agenda items approved earlier included consent agenda items and minutes from past meetings.
