The Collierville Board of Mayor and Aldermen approved a park development amendment and a rezoning on second reading that add about 45.58 acres north of an existing Park Development tract and change the base zoning to shopping center commercial, mixed use and medical professional office.
Town Planner Maria (last name not stated in the record) told the board the northern expansion increases acreage and intensity of uses and would allow commercial, medical office, mixed use and a church site. Staff said water and sewer capacity exists for the proposed zoning and that the developer agreed to traffic mitigation in the packet. The planning commission recommended approval on July 8.
The applicant asked the board to delete Condition No. 5 from the staff-recommended conditions, arguing the language largely duplicated existing town regulations. Town staff confirmed the bulk of Condition No. 5 is already covered by other town regulations. The board voted to remove Condition No. 5 and approved Resolution 2025-30 (PD amendment) with that deletion. The board also approved Ordinance 2025-07 (rezoning) on second reading.
Project details provided by staff and the applicant include an amended conceptual plan that adds retail, mixed-use acreage and a site for an 18,000-square-foot church; the applicant said senior living-style residences are planned behind the church and the project will use multiple driveways on Houston Levee Road. The applicant must submit state-approved water and sewer plans before construction and the town engineer will review drainage and construction drawings to ensure no adverse impacts to adjacent structures.
Votes: Resolution 2025-30 (PD amendment, deletion of condition 5) — Ayes: Hall, Jordan, Marshall, Stamps, Robbins, Mayor Frazier. Ordinance 2025-07 (rezoning, second reading) — Ayes: Jordan, Marshall, Stamps, Robbins, Hall, Mayor Frazier.
Why it matters: The amendment increases the mixed-use intensity on a tract adjacent to an improved arterial (Houston Levee Road) and implements aspects of the town's land-use plans cited by staff (2040 land-use plan and 2010 downtown recommendations). The deletion of Condition No. 5 removes redundancy with existing town code, according to staff.
What remains: The items were approved on second reading; third reading and final adoption are scheduled for Aug. 25, 2025. The applicant must supply required state water and sewer approvals and follow permit and plan-review processes before construction.
