Hoboken council conditionally designates developer for Garage B redevelopment after heated public comment, 4-3

Hoboken City Council voted 4-3 on Aug. 7 to conditionally designate Skyline Residential Group Acquisitions LLC as the city’s negotiating partner for the redevelopment of Municipal Garage B, authorizing an interim cost/conditional designation agreement that includes an escrow to cover city review costs and a 180‑day exclusive negotiation period.

The vote followed a lengthy public comment period in which more than two dozen residents, union representatives and neighborhood advocates expressed sharply divided views on the project’s scale, the administration’s timeline and the secrecy around competing proposals.

City counsel Joseph Baumann, who briefed the council at the start of the special meeting, said the city received five proposals and recommended a conditional designation to give the chosen team an exclusive negotiation window and to fund the professional work—traffic, parking and financial reviews—required to evaluate a final deal. “What I can tell you, publicly is we received 5 proposals,” Baumann said.
