The Multnomah County Board of Commissioners voted unanimously Aug. 1 to approve a notice of intent for the county Health Department to apply for up to $749,999 per year from the U.S. Administration for Children and Families FORGE fatherhood grant program.
Claire Nystrom, project manager with the county Health Department Strategy and Grant Development team, and Maya Noble, Healthy Birth Initiative (HBI) supervisor, presented the notice of intent. They said HBI plans to expand father‑focused programming—including case management, curriculum‑based parenting and relationship workshops and links to employment and economic stability services—if awarded federal funds.
Nystrom told commissioners the county would apply as an "emerging scope" project and requested $735,399 per year in the application budget. If awarded, funds would pay HBI staff and contracts with community partners for services such as resume writing, financial literacy, job search assistance and job training connections.
A member of the public spoke against accepting federal grants in general during the item; the board proceeded to a roll‑call vote. Commissioner Singleton moved approval and Commissioner Broom Edwards seconded. The roll call recorded the following votes: Commissioner Moyer — Aye; Commissioner Singleton — Yes; Commissioner Grim Edwards — Yes; Commissioner Joan Stiction — Yes; Chair Megan Peterson — Yes. The motion carried and the NOI was approved.
The notice of intent establishes county authorization to submit the federal grant application; final award decisions would be made by the granting agency and subject to the county's normal acceptance and budgeting processes.
