Bettendorf council approves Kiwanis Park asphalt pad, Highland Ridge plats and multiple traffic ordinances; rezoning gets first reading

Bettendorf City Council on Tuesday unanimously approved a contract for an asphalt pad at Kiwanis Park, approved the final plat and site development plan for Highland Ridge Fourth Edition (with Mayor Pro Tem Scott Nauman recusing on those two items), and advanced several ordinances on second reading, the council said.

The council opened a public hearing on the Kiwanis Park mini-pitch asphalt pad project and heard a brief presentation from Brian Schmidt, who described the project as “just removing the existing concrete basketball court surface…installing a granular sub base and a new hot asphalt surface” to receive a future court. No members of the public testified and council member Baden moved approval of the plan specifications and form of contract; the motion carried unanimously.

The council also held a public hearing and approved the first reading of an ordinance to rezone 5680 North Street (Lot 5, Bailey’s First Addition) from A-2 (rural residential) to R-1 (single-family residential). Community Development Director Mark Hunt said the rezoning fits the city’s future land-use map and planning recommendations and that the Planning & Zoning Commission recommended approval. No written correspondence or public testimony was received; the council approved the ordinance on first reading and the item will require two additional readings before final adoption.

Council members approved the second reading of an ordinance adding a school zone and speed restriction on Hopewell Avenue and approved a second reading to add a yield intersection on Aspen Hills Circle at Apple Valley Drive. Both items received no public comment and will require one more reading before they become final ordinances.

Council member Brown presented two agenda items related to Highland Ridge Fourth Edition: a resolution approving the final plat (replatting lots 2 through 39 of Highland Ridge First Edition) and a resolution approving the site development plan for a proposed 41-unit townhome complex at the corner of Forest Grove and Devil’s Glen. Brown moved both resolutions; both were approved. Mayor Pro Tem Scott Nauman identified a conflict and recused himself from votes on those two Highland Ridge items.

The council approved the consent agenda without discussion; members then adjourned.

Context and next steps City staff confirmed an affidavit of publication was on file for the two public hearings and that no written correspondence was received for the Kiwanis Park or rezoning items. The rezoning will return for two additional readings before final adoption; the two ordinances on Hopewell Avenue and Aspen Hills Circle require one more reading. The Highland Ridge approvals included a recusal by Mayor Pro Tem Scott Nauman; the council noted the items had been removed from consent and were considered on the regular agenda because of that conflict.

No members of the public addressed the council during the meeting’s public-request-of-counsel period.
