TULARE — The Tulare County Board of Supervisors presented a proclamation recognizing August 2025 as Child Support Awareness Month and heard a briefing from the Department of Child Support Services on local caseloads, collections and outreach efforts.
Roger Dixon, director of the county Department of Child Support Services, and staff outlined the department’s mission and local performance. Assistant Director Jennifer Guido told the board the county’s current caseload is about 24,364 cases, representing approximately 28,072 children. Year‑to‑date distributed collections as of June were about $31.9 million; the department said it expects to be “pretty close” to $41 million in distributed collections for the federal fiscal year ending Sept. 30, 2025.
Guido cited U.S. Census Bureau data in remarks summarized for the board showing the child support program nationally lifts about 1.4 million families out of poverty and that child support can represent a substantive share of household income for families experiencing poverty.
Jennifer Davis, training and outreach specialist, described the department’s second annual Back‑to‑School backpack drive in partnership with Valley Strong Credit Union. Last year’s first drive distributed 177 backpacks to Jefferson Elementary in Dinuba; this year staff presented backpacks to Alta Vista Elementary and plan to present to Wilson Elementary in Dinuba on Aug. 19.
Chair Powell read a proclamation that, among other items, said roughly 27,770 children benefit from county child‑support services and that the county expects approximately $40 million in collections in the fiscal year; staff used slightly updated operational figures during the presentation (24,364 cases and $31.9 million distributed year‑to‑date). The proclamation recognized the department’s work and the partnership with Valley Strong; Valley Strong representatives accepted a certificate of recognition at the dais.
Board members praised department staff for service levels and outreach, and several supervisors credited the department with rapid case responses when constituents raise urgent matters. Dixon said staff would welcome board members visiting local offices and reiterated the department’s offer to coordinate additional backpack distributions in other districts.
No formal roll‑call vote was required for the ceremonial proclamation; the department received the board’s recognition and a group photo followed the presentation.
