Riley County HR reports low time-to-fill, steady hiring but continued openings

Michelle Reed, Riley County human resources manager, told the Board of County Commissioners on Aug. 7 that Riley County had 294 regular employees and, including election interns and volunteer firefighters, 339 total personnel when the July snapshot was produced.
The department recorded four regular hires and five stipend hires in July and three separations among regular employees, bringing the year-to-date regular separations to 22. Reed said the county’s turnover rate for regular employees is 14.3% and average tenure is 9.55 years. She said the average time to fill a position in July was 24 days.
Reed outlined ongoing projects in HR, including two staff enrolled in NACo’s High Performing Leaders program, a 12-month highly effective managers program starting this October, and a phase-two onboarding program that will add a ‘‘new-hire navigator’’ and 30/60/90‑day check-ins for new employees. She said the county is piloting clerical/admin skill testing for hiring and moving HR files (workers’ comp, FMLA, confidential files) to electronic storage.
Reed also said HR coordinated background checks and contractor onboarding for the CPE building remodel and that the department received about 9,000 jobsite visits and 188 applicants across eight actively recruited positions, which led to four hires.
Reed closed by saying department heads are reviewing an updated travel and study policy; any policy changes will come back through the department-head process before being presented to the commission.
Less critical details: Reed said Elizabeth (surname not specified) attended the National SHRM conference with her and is working with department heads on training and policy updates.
