Kyle Stevenson, a supervisor in administrative support services and community services, presented ordinance MW 34 89 and explained the measure would levy special assessments against private properties to recover unpaid costs the city incurred for abatement work. Stevenson said the charges include abatement of noxious weeds, removal of trash and debris, nuisance abatements and failed inspection fees, and that the total amount listed in the packet was $22,551.05.
Stevenson told the committee that a special tax assessment would be filed with Johnson County by Aug. 31, 2025, to recoup the outstanding charges. Committee members asked no substantive questions during the presentation.
A motion to recommend city council passage of ordinance MW 34 89 was made and seconded; the committee voted to recommend passage unanimously. The motion passed without recorded dissent.
The packet staff provided included a fee‑by‑fee breakdown and the ordinance language, which staff said will be submitted to Johnson County to place the assessment on property tax rolls if not paid earlier.
